       Lebanon laid out a red carpet Wednesday for the return by Israel of Samir Kuntar, the Lebanese terrorist jailed in 1979 for the deaths of four Israelis, and for the four Hezbollah fighters captured during the Second Lebanon War in 2006.            As the swap between Israel and Hizbullah took place Wednesday morning and the images of two coffins appeared on television, the quiet mourners in the Regev family home cried out. Residents from all over Kiryat Motzkin arrived in the family's building and began an impromptu memorial ceremony.
