A new attempt at cease-fire in the fierce battle at the Nahr el-Cared Palestinian refugee camp, near Tripoli, fell apart Tuesday when Lebanese troops and militants thought to be affiliated with al-Qaeda resumed fighting. It was the third such truce attempt to collapse in three days of fighting. Less than an hour later after the Islamist group Fatah al-Islam announced it would stop firing, heavy exchanges of fire and several explosions were heard. The resumption of fighting will likely prevent six trucks for the UN Relief and Works Agency from entering the camp with relief supplies. (16,55)
